アパートに光ファイバーが導入されたのですが、速度測定を行ってもよくて下りで17Mbpsほどしかでません。

上記のサイトに書かれている方法で『RWin』の値を増やし速度の向上を図ろうとしたのですが、
Dr.TCPで説明のとおりに行っても『SpeedGuide.net 』においてRWin値を測定してもたったの『1334』しかありません。
測定結果は以下の通りです。

512256 (MSS x 48 * scale factor of 8)
256128 (MSS x 48 * scale factor of 4)
128064 (MSS x 48 * scale factor of 2)
64032 (MSS x 48)
bandwidth * delay product (Note this is not a speed test):

サイトに書かれているようにNetTuneを用いてAFDの値をチェックしても設定されていませんでした。
私の知識ではこれ以上どうすることもできません。
RWin値を上げるにはどうのようにしたらよろしいのでしょうか？
