トラブル現象：パソコンが起動しない

Windowsと表示される前の画面（NECと大きく書かれた白い画面）の表示が、
<F２>SetUpというような英語表示になっています。
その後、黒い画面でセーフモード、前回正常起動時の構成、Windowsを通常起動するを
選択する画面になりますが、３つどれを選んでも、ブルーの画面で英語表示になり、
どのキーを押しても反応しなくなってしまいます。
ブルーの画面での英語表示は下記の通りです。

<F２>SetUpの画面には入れるのですが、初心者のため何をすればよいかわかりません。
小学校にあるパソコンで、中古で購入したようです。型番は月曜日には調べます。
子ども達が毎日使っているパソコンですが、誰も直し方が分からないようで困っています。
取り扱い説明書もあるのか月曜日に確認します。アドバイスよろしくお願いします。
